The Customer:

Our client, a central Government organisation, provides a wide-ranging global service on behalf of the UK Government in all matters of international relations, development and investments. An aspect of this is the creation of a multi-billion-pound global programme, the purpose of which is to assist development in the global economic environment. Working with other Government departments, this programme is intended to enable UK businesses to support and deliver services in developing countries across the world, sharing their expertise.

The Challenge:

Our client has an established and experienced team, but capacity needed to be increased to enable the Programme to procure a Global Service Manager to operate as a partner, managing a fund. A new team was needed to work between the Programme and Procurement Unit, to design and implement a high-profile, politically sensitive (competitive procedure with negotiation) procurement that could enable the appointed framework to be used as quickly and as efficiently as possible. The client needed a professional service to augment their internal capacity for ongoing Project, Programme and Commercial/Procurement capability and provide ‘surge support’ for high-demand periods. The team was needed quickly, to be flexible and hit the ground in order to add value early.

Our Approach:

Using our established Managed Service approach, we mobilised a team of five specialists for our client within five days. Each role was specifically filled with experts in their field to lead the end to end procurement process, supporting the customer throughout options analysis, market engagement and procurement.

Our approach provided a flexible and responsive means for our client to access and deploy high-capacity procurement project management services and resources where and when needed. Using established methodologies such as PRINCE2 project/programme management, we designed and are delivering a high-paced procurement programme.

Outcomes:

  • Outlined business cases / capturing stakeholder requirements / developed Invitation to Tender (ITT)
  • Established a delivery framework that the client can call off from for their future requirements
  • Supported stakeholders on all commercial aspects of their programmes and projects
  • Delivered, monitored, reported and evaluated on a complex portfolio of work packages
